Generally, I've found Lonely Planet Travel books to be pretty accurate and
reliable in their descriptions of places to see and things to do. In the case of
Bolivia, I found the information to be very unreliable. The 1996 edition of their
guidebook on Bolivia describes the ruins at Incallajta to be "The nearest thing
Bolivia has to Peru's Macha Picchu". Although a subjective statement, in my humble
opinion it's dead wrong. Aside from any importance ascribed historically, these
ruins are not extensive, impressive, or well-preserved. If you've been to Machu
Picchu and came away awed and now plan to see these ruins as the next best thing,
you'll most certainly be disappointed. By any measure, the Bolivian ruins of
Tiahuanaco are far more interesting.
These are the ruins at Inca Rackay. Difficult to reach and not much to see
after getting there. Nevertheless, I enjoyed the scenic countryside along the
way there.

While in La Paz, I stayed at the Hotel Republica. This is a mid-priced Bolivian
style hotel. This is one of the pleasant courtyards of the hotel. The people
here are friendly and helpful and can help you to arrange any kind of adventure,
but you won't find a lot of amenities here like
TVs and telephones.

These are the Incan ruins of Incallajta. You won't find the fascinating precision
of the stonework of the Incans in Peru.
